Child Molestation
Can a person sue a molester after she attains the age of 18: even if the ruling was that the molester was not competent to stand trial (one psychologist changed his anaysis after the molester's fmly acquired an attny)?, and if so how long after 18 does the child have to file? The man was released back into society to molest other children without so much as a leg monitor. Also, is there a time limit on appeals?

In general statute of limitation do not apply to minors. Once the person turns 18 the clock starts to run. Also in general even incompetent people can be held liable in tort. However, the person suing may not get any money if the person being sued has no money.
