Can there be a civil attachment to a criminal conviction in the Virginia General District Court? Is it constitutional? Who would Benefit?

If you mean to ask whether the victim of a crime can sue in civil court the defendant in a criminal case after the defendant has been convicted of the
crime in general district court, the answer is that s/he most assuredly can and
possibly recover a judgment for the losses which she or he has incurred
resulting from the defendant's crime.
And , yes, of course, it's constitutional and, hopefully, of benefit to the real victim(s) in the criminal case.
