Can a civil court judge make leaveing your home state a requirement of good behavior for a drug charge

How could "a civil court judge" make any binding/enforceable rulings on what apparently is a criminal charge?
The answer must necessarily be no unless you have somehow completely misinterpreted the relevant facts applicable to this matter
and as a consequence have erred utterly in framing your question.
