What does this mean and code section 18.2-308.2

It means, basically, that if you've been previously convicted of a crime in the Commonwealth which is classified as a felony, you're prohibited from owning(possessing)or transporting firearms or explosives(unless you've had your civil rights restored by the proper authority), and if you're convicted of violating this criminal statute, you would have another felony conviction on your record and you could be facing a sentence ranging anywhere from 12 months in the local jail to five years in the state penitentiary.
