Is concurant sentencing of minimum mandatries allowed?

Is it possible for a judge to run more than one minimum mandatory sentence concurantly? I have a friend who plead guilty to three counts of the same type of charges in two seperate jurisdictions. (Charlettesville City & Albermarle County),(Possession of a controlled substance with intent to distribute 18.2-248.5)The substance in question is a steriod and he sold it to an undercover agent each time. He has been cooperating with the authorities but he isn't a drug dealer and isn't of much use to them because he doesn't have any dealings with people who use or sell drugs.

possession with intent to distribute anabolic steriods in violation of Va criminal statute 18.2-248.5, to prescribed penalties that run concurrently,
