is it considered a crime if someone knowingly has a sexual trasmitted disease, and deliberatly has sex w/ people without informing them about the STD prior to intercourse?

Yes, it could be, if the disease was in a readily transmissible state and the alleged perpetrator knew it but failed to inform his or her partners.
