i was wondering if it is a bad thing if someone is charged with a felony, but the persons file is still empty the day before court, and no prosecuter has been assigned

No, to the contrary, rather than "a bad thing"(from the defendant's perspective), it could be an encouraging sign that all things are not as they should be with the prosecution of the case at this stage in matters.
