Can I look up if someone has a criminal record or any pending charges without having to pay soem website $50?

Yes, you can contact the clerk's office of the likely criminal court involved and inquire as to whether they have a record of any convictions or charges pending against the name designated for the search. There should be either minimal or no charge for this search. (They may ask you, however, to come to the courthouse yourself to review microfiche or other records in the archives of the court.)
