Death Threat
State law in my state says that a face-to-face death threat is not a crime but is there a federal law with regards to face-to-face threats? I know that federal law TRUMPS state law.

Title 18 of the United States Code apparently limts the definition of such threats to those made "in interstate or foreign commerce communication containing any threat..." See 18 U.S.C. 875(c).
The circumstances to which you're referring would not appear to be included in the federal criminal code but still might be covered under federal civil rights violations (another section of the federal code.)
