Can a judge grant a restricted drivers license after being convicted of 3 drug distribution offenses (THE SAME OFFENSE - STERIODS)

Anabolic steroids are prohibited schedule three substances under the Va. drug code. It's unclear from my reading of the Motor Vehicle Code whether
three convictions for the offense you have described, particularly within 10 years, would bar a judge from issuing a restricted license to the person so convicted.
However, a more practical question might well be,
why would a judge even want to consider this,
particularly for a drug offense involving distribution and the high likelihood that a motor
vehicle was used in the commission of the offense?
