Felony Convictions
Can a person with a felony conviction work for the federal government? Also, can a person with a felony conviction apply for a passport?

Yes, it could be possible, depending upon the agency involved, but as a practical matter the felony conviction would generally make it very difficult for such a person to become a federal hire.
And, yes, a person with a felony conviction is eligible to apply for a U.S passport.
