If you have 2 convictions of grand larceny can you be charged for a 3rd offence if the charge is petit larceny or should the charge be 1st offence petit larceny

The Virginia grand larceny statute found at Va. Code Sec. 18.2-95 which defines and prescribes the punishment for this offense says nothing about
charging petit larceny as grand larceny under any circumstances.
