Legal Question in Criminal Law in Virginia

Harrassment

I have an issue with a person who lives in my complex. About a year ago a person who lives with me committed a crime against the harassers girlfriend. It involved damaging her car. It went through the system and appropriate restituion was granted by the court. Thoughtout the entire time from arrest until trial anytime if I would go outside of my building and he happend to be out this person would stare at me from his building. We both walk our dogs outside. I deliberatly changed my walking patterns to not come near their building as well as parking my car in a different place to avoid them due to the pending legal case against my tennant. This continually happened

and finally I called the police and complained. Unfortunately, the detcetive involved in the case decided that I was filing false complaints and was going to be investgated. Nothing ever came of this.
