Hiring a nude model for video

Can you legally hire a model to pose nude for a video in the state of Virginia? The video would not be sold, distributed or published. If so what are the limitations someone could do while posing. I am assuming no intercourse or penetration is allowed. Is self touching allowed? Where can I find out what is allowed. Is a permit required?
