Legal Question in Criminal Law in Virginia
is it illegal to put a gps tracker on my soon to be ex-wife's car if I'm concerned about the locations she has my children? I taped a cell phone under her car with a locator app on it, she has found it and is now threatening to take it to the police if I don't pay her 100% of her child support, instead of deducting our child's prescription cost like I'm supposed to.

No, I am not aware of any law that would prevent private persons from
using such a device as you've described. (Law enforcement officials, however,
are now required to have a valid warrant before attaching such a device to
a vehicle which they wish to track.)
