if an inate is granted work relaese by the judge can the jail overturn a judge bydenying a inmate of work release

No, not normally, and, if such has occurred, the judge should be notified
and a hearing scheduled to address the matter.

One would need to keep in mind, nevertheless, that the order could contain language that makes the work release conditional, i.e., dependent upon conditions at the jail, and in effect leaving it up to jail authorities as to whether it will actually be implemented.
