In Virginia, is the intention to buy or sale marijuana illegal, assuming no possesion.

All crimes require a unity of act (actus reus) and intent (mens rea). Mere intentions are not punishable under the law. Action is also required. If you are thinking about buying or selling some marijuana, and you don't communicate this to anybody, no harm no foul. Tell an undercover cop and it's another story (possibly attempted sale or attempted possession).
