You undoubtedly mean Interstate Compact for Transfer of Adult Offenders. The inmate should contact his counselor inside the prison facility where he currently
resides to determine whether he might be eligible for this particular program.
The rules apparently differ from state to state but generally the inmate
appears to have to have a close family member residing in the state to which
he wishes to transfer. The counselor should be able to advise him on the
other criteria which may be applicable to his particular situation.
