Under this law "� 18.2-371. Causing or encouraging acts rendering children delinquent, abused, etc.; penalty; abandoned infant." If the person is found guilty of portion 2 of this paragraph would they have to register as a sex offender?

No, this section of the referenced statute has nothing to do with
crimes involving the sexual abuse of children.
