Is there a law in Virginia?
Is there a law to get money back that was given to someone under the condition they would keep a promise but they backed out of the promise and made it only to get a large sum of money?

Why yes, the "law" is called breach of contract and you could sue for damages(the large sum of money) in the appropriate court of law to recover your losses. (However, unless you have a written agreement to prove the existence of the contract, you may have difficulty in terms of the proof that would be required in court to win your case.)
