what legal steps can be taken if work was done on my car by a non certified mechanic and he caused issues that were non existent before he worked on it.

This is not a criminal but rather a civil matter at most.

I suggest you repost your question, accordingly,,and provide further relevant information on this matter, particularly, in regard to the terms that this work was to be undertaken by this mechanic and whether they were in writing, i.e., a formal work authorization form which you signed-- or merely verbal?
