Legal Question in Criminal Law in Virginia
The legality of it all
I have purchased a HP laptop and have it fixed once but the second time the la[ptop was not returned. I wish to refer this to the FBI but the question is when does a scam become illegal and herefore within the jurisdiction and purview of the FBI. Thanks

FBI jurisdiction is normally implicated in felony matters which involve transactions/crimes committed across state lines or in interstate commerce. It would appear that many more facts would be needed in your particular situation in order to determine whether what you've described merits FBI involvement or
whether this is merely a laptop gone astray thanks to the imperfect efforts of the USPS or other shipper of goods.
