Legal Question in Criminal Law in Virginia

I live in Hanover County, VA with my girlfriend. A couple days ago her ex (who is the father of one of her children), came into the house uninvited while no one was there and took pictures (according to him he took pictures.) We called the police and they said there was nothing they could do because he broke no laws. Evidently its not a crime to enter another person's house without their permission unless its to commit an additional crime (theft, destruction, etc). Pretty much saying a person can walk into another person's house for no reason and its not a crime. How can this be true, or IS this true?

No, you're mistaken as to the particular situation described, i.e.,

once the family related intruder is issued a proper notice that such entry

will be considered a criminal trespass in the future, it becomes a

crime thereafter for any such subsequent entry that occurs without

the owners' permission.
