U.S. Mail Laws and Regulations

My neighbor mails letters to my wife and I. He harasses us and has even offered to buy my 6 year old daughter for $10,000. He knows a lot about everything that we do. He has foolowed my wife to work, citing my wife's tag number on her car and that he watched her from outside the building. He has never actually made any violent threats. Are there any mail laws that he is breaking or should I just get a lawyer for a civil case?

Civil case for what? Your facts as outlined would appear to suggest to me a possible violation of Virginia Criminal Code statute Sec. 18.2-60.3, i.e, stalking, a crime classified as a Class 1 misdemeanor offense.
