Can i have med records submitted in court as evedence without doctor present

"Med records" to prove what? To be admissible in a court proceeding, whether civil or criminal, evidence must first and foremost be relevant to the issue(s) at hand. Since you haven't indicated the purpose of the medical records evidence in whatever court proceeding that you have in mind, there's no way to answer your question.
