Municipal Parking Fines and Booting

I woke up Friday morning to my car having a nice boot on it courtesy of the city. I called the number on the boot and was told I owe $740 in unpaid parking fines. I explained I didn't have $740 right now, to which I was told I had 24 hours to ''pay up'' before the car was towed and started accruing a daily storage fee of $25. I decided it would be hard to repay theses fines if I couldn't get to work and decided to remove the tire with boot still attached from my car and put a spare on. Now I have a boot and tire sitting in my apartment. The boot is undamaged. I intend to pay the fines back but am unsure how to go about it. Should I call the number on the boot again, pay them directly (they're a payment company) and get the code to unlock the boot? Should I go to the city and try and work out a payment plan? If I even call the city, are they going to threaten me? Any advice apprecaited.

If you contact the city or its agent(s), you will likely be arrested for theft of city property(in my opinion).

You would appear well advised to contact a criminal defense counsel in the District of Columbia for further advice in this matter.
