Legal Question in Criminal Law in Virginia

I am doing a paper for College, I have a few questions if you dont mind. 1-Is there a limit on being charges with first degree murder? If the person who shot people killed hisself, can the parents have a wrongful lawsuit brought against them from the victims families?

There is no statute of limitations on murder. It can be charged at any time. Second, a wrongful death suit would have to be brought against the person's estate, it would probably not be successful against the parents.
