How do you obtain a Pardon for a Fugitive?

A 70s immigrant, employed in the 80's, law abiding for 2 decades, the defendant in the 90s had an affair with a coworker & was subsequently convicted of misdemeanor crime of threatening the coworker along with telephone fraud and released on probation & mental health counseling. The police disatisfied with the sentencing, brought other felony fraud charges & the defendant had to plead guilty to a misdemeanor as there was no money for legal counsel even though the defendant was innocent and the defendant was again realeased on probation & paid restitution. Unable to seek work, the defendant stole a pair of pants & was convicted of a misdemeanor but released for counseling. Unemployed the defendant with the assistance of others stole computer printers and was convicted of 3 felonies of credit card Theft, Fraud & Forgery of less than $5000 and sentenced to 35 years in jail by an all white jury in absentia. The defendant, a Perminent Resident, fled the country and is trouble free for another 2 decades since then. The defendant incurred an overall of 7 criminal convictions within a span of 1 year. The defendant seeks a pardon to freely travel the world, study globally, seek employment globally & if possible visit own family in the USA.

Assuming that all of these crimes for which the defendant is seeking a pardon were committed in Virginia, and that the defendant would be seeking pardon for these crimes from the governor, such a pardon is not likely to be forthcoming any time soon under the circumstances described, particularly for one who remains a fugitive from justice (in my opinion).
