Parole Denied

My friend was charged w/being an accessory to a crime...for this @ the age of 17 he received 30 yrs. He currently has served 17 yrs. He recently went up for parole and was denied and advised that he would not be eligible until 2006. If I feel he was wrongly denied, what are his recourses? Someone else did the shooting and he was convicted of that crime. The victim is disabled because of this shooting. I would like to know first of all is it legal in the state of Virginia to deny some one the opportunity to go up for parole, and if so what avenues do we need to take to make sure this issue gets the proper attention it deserves.

As to what are your friend's recourses, now that he has been denied parole, other than writing a letter to the Board of Pardons and Paroles detailing the reasons why you or he believe that he should have received parole, there are none (at least that I am aware of).
