Can a third party who doesn't own the property
dictate to the owner how to lease his prop[erty?

It depends on what contractual or personal obligation the owner has to the third party and whether the third party's purpose is legal.
My wife, also known as "She Who Must Be Obeyed", for example, can dictate quite a lot to me.
