Can't pay fines for offenses before court date
My driver's license was suspended in Virginia because of unpaid fines for traffic violations. I also received a ticket in the state I now reside, Maryland, for operating a motor vehicle on a suspended license. My court date is upcoming in December, but I won't have quite all the money I need to pay off my tickets in Virginia and reinstate my license, which I figure will help my case when I appear before the Maryland judge on the charge. Can I request a continuance for a later date, by which I will have paid the Virginia tickets and had my license returned? And how would I go about requesting such a continuance?

You can request a continuance in the Maryland case by contacting the clerk in the traffic court
and filling out whatever papers are necessary to make the request.
Whether or not having paid up all your fines in Virginia and gotten your privilege to drive there reinstated will help with your DWS case in Maryland is a more problematical issue.
