Payment demand on old assault charge

My roommate received a notice in the mail to pay $382 on an assault and battery charge against his sister which occurred in 2002. Neither can remember going to court which was supposed to have happened in July, 2003. The statement indicated his employer as a place he�s never worked, and is located near Washington, D.C. Why would they wait almost five years before trying to obtain payment? He has been unemployed for the past five years due to a disability for which he has been unable to obtain qualification. Could this be considered an invalid claim for payment after so many years and is it possible that someone else, working for the indicated employer, has stolen my roommate�s Social Security number and possibly used it to pin a new assault and battery charge on my roommate which somehow refers back to the old one? And is the demand for the money valid if the information on the papers is incorrect?

A "statement" from where and whom? And who would "they" be? This question is so rife with ambiguities that it is virtually unanswerable.
