If a person is charged with forgery, false pretense, and utterance, can the charges be withdrawn or dismissed if the injured party withdraws his/her complaint?

No, most unlikely since once charges have been filed, the continued
prosecution of such matters normally lies with the Commonwealth's Attorney
rather than with the victim(s) of the crime(s) alleged.
