Ive been charged with robbery based on a polygraph exam, though i failed the exam because i was takin up for somebody else. the examiner turned it over to the fire dept, of coarse i didnt get hired. My question is can the examiner release the exam without my consent.

If the exam was connected with the fire department's hiring process, then it's quite likely that the examiner would not have needed your consent to turn the results over to the department. Nevertheless, it would seem doubtful that you could be charged with a serious felony such as robbery based only upon the results of this polygraph and without further corroborating evidence.
