No one should confess to anything. After reviewing Sec. 18.2-265.3 and related statutes of the Virginia Criminal Code, it would appear that merely possessing what might be described as "drug paraphernalia" is not a chargeable offense in and of itself unless the paraphernalia is actually accompanied by an illegal drug(found in/on or near it) or it is possessed with the intent to sell or market it.
