Can you be prosecuted for the same crime twice? My husband is being recharged for the same crime he was tried, convicted and sentenced for sixteen years ago

Obviously no.
The trick will be digging up the records from 16 years ago to prove what happened back then.
Also the question will be whetehr or not it is really is the same charge as before.
But you will need to try to get the previous case out of archives through the Clerk of the Court.
And also try to find anyone who was involved back then. See if the attorney is still around anywhere.
