Legal Question in Criminal Law in Virginia
I have recently become aware that someone I know here in Virginia has a felony conviction from when he lived in Michigan. The conviction goes back to 1990. The charge was "criminal sexual conduct 2nd degree (multiple variables)." I copied the charge directly from the Michigan State Police report I obtained so I would make sure to get it right. He was sentenced to 2 y to 15 y with this conviction.
Does he have to register as a sex offender in Virginia with this Michigan conviction on his record? I have checked the Virginia sex offender database and he is not registered.

According to the Michigan State Police's website, sex offenders whose convictions predated Oct. 1, 1995, apparently were not required to register and therefore any such offenders would not be required to register with the registry maintained by the Virginia State Police.
