Reinstitution of Rights after a conviction
If someone plead guilty to one count of embezzlement in the state of Virgina, and made completel restitution. Would this offense affect his status in the state of Ga when applying for a job that required a background check?
If so, what could be done to have his ''rights'' reinstated or his record expunged?

Yes, the conviction in Virginia could well affect
the perceived suitability of one applying for a job in any other state, including the state of
Georgia.
I'm not sure what "rights" you're referring to,
to have "reinstated" and, unless the person can
prove, in effect, the she or he was innocent of the charge and, therefore, was wrongfully convicted, the record, unfortunately, cannot be expunged.
