how would you go about requesting a reduction in sentence after 12 years for a felony charge

If the inmate seeking the reduction/modification of his sentence is serving
his time in a DOC (Department of Corrections) facility, the court which sentenced him no longer has jurisdiction (power) to grant such a request, per Va. Code Sec. 19.2-303.
