Robbery: Able to press charges?

In October 2007, I was robbed in the parking lot at Springfield Mall in Springfield, VA. When I got into my car, the robber pulled open the driver side door open, got in half way and was on top of me, and demanded that I give him my cell phone and my purse. I was able to get out of the car with my purse, but he took my cell phone. The mall security called the police and a report was created. When I went to the police station to meet with an officer a few days later, he showed me footage from the security camera at the mall of the man following me. Unfortunately, we could only see the back of the man because the camera that would have shown his face was broken (that is what the officer told me).

I am wondering if I have a case to press charges against the mall for having security cameras that are not working. Also, since it happened 6 months ago, can I still file a case? I've been out of the country for the past 5 months and just got back to the US 3 weeks ago.

If your case for mall negligence is based soley upon the alleged defective operation of one surveillance camera, I doubt that it would amount to a viable claim.
