Legal Question in Criminal Law in Virginia

My sister legally stole almost $11,000 from my 88 year old mom. My mom, who has macular degeneration and has difficulty seeing needed someone to write out checks to pay her bills so she put my sister on her account. When my mom was having signs of a stroke, she neglected to call an ambulance. I told her several times the importance of gettting her to the hospital . I live 6 hours away, and was preparing to drive down there to be with my mom. She told me to wait until morning. Hesitantly, I drove back home and slept for a couple of hours, then headed out at 4AM. She waited until 6AM to call an ambulance, because now she knew I was on my way down. My sister was mad at me because I quit my job and took care of my mom. SInce then my mom wanted to come to VA and stay with me there. Thats when my sister took her money and won't give it back. By the way, she also had POA. Isn't that a breach of her fiduciary duties???? What can we do
