My car was broken into by the window being knocked out. Can I hold the owners of the parking lot at the place I was shopping responsible? Ther are no signs saying that they aren't

No, probably not. (However, if it was inside parking which you paid for and which was monitored by security guards
and controlled by gated access, the answer might be different.)
