Legal Question in Criminal Law in Virginia
I was stoped while leaving my local Wal-Mart for shoplifting. Is it legal for them to follow me out onto the parking lot and when the cop arrived should he have written a citation before they sent me home?

Yes, of course, the Wal-Mart loss prevention folks may follow
a suspected shoplifter out of the store and into the parking lot area.
Yes, the police commonly issue a citation or summons to the suspected
shoplifter before s/he is released apparently as in the situation described.
