Treason
Is Illegal to say that you want to kill the President of the United States without taking any further action? Thus is the phrase in itself a crime or is it protected by the right to free speech?

Yes, for your purposes, you should consider such utterances in and of themselves illegal, per se, and a violation of federal if not state law and to which no First Amendment protections attach.
