Unauthorized use of or stolen vehicle (?)

I live in VA. I gave someone permission to use my car to travel to GA. She left in April. She decided not to come back to VA. She said the car broke down. I sent her $1100 (cash) but she didn't get it fixed. Since then, her new boyfriend has told me he will have it impouned. He is a police officer. I made arrangements to come get the car but she won't answer or return my phone calls anymore or return my car. I tried to file a police report in VA but VA police says the crime (unauthorized use) took place in GA. I contacted GA and they say the crime took place in VA. I need help getting my car back.

I would have to agree with Virginia law enforcement, i.e., that any crime which occurred must have taken place in Georgia since this person apparently had permissive use of the vehicle while it was being driven in the Commonwealth,, and since you're apparently still the owner of record of this automobile, you could take your title and go down to Georgia any time to pick the car up if you know where it's located and drive it back to Virginia.

However, any litigation which you might initiate for your damages or for conversion or for the return of this vehicle would necessarily need to be filed in Georgia where the unlawful actions apparently occurred.
