Legal Question in Criminal Law in Virginia

In Virginia Code Section 18.2-287.4, it states that you can not carry a loaded firearm that can hold more than 20 rounds or a folding stock. Does this only apply to the counties/cities listed? Also I am a concealed permit holder, so does that mean I can carry where I want?(see second section) http://leg1.state.va.us/cgi-bin/legp504.exe?000+cod+18.2-287.4

Yes, it apparently applies only to the specific jurisdictions enumerated in the statute.

Yes, as a concealed carry permit holder, along with the other persons referenced such as police officers, military personnel, security guards, etc. you would appear to be exempted from the requirements of this particular statute.
