What are the rules/regulations on carrying weapons such as brass knuckles or an asp out in public? What should one do if stopped by the cops and have them in possession.

Sec. 18.2-311 of the Virginia Criminal Code makes the mere possession of such weapons as blackjacks, brass or metal knucks or any so-called star shaped throwing weapon with at least two metal prongs(probably also describes what you refer to as an asp)as prima facie evidence of an intent on the part of the possessor to engage in the activities specifically prohibited under this statute with respect to these weapons, namely, selling, bartering, giving, furnishing, etc.
So, what does this all mean if you're stopped by the cops and have in your possession one of these weapons? It mean that you've got a lot of "splain'in" to do to the officers who after you finish up with your explanation will very likely charge you
with a class 4 misdemeanor offense which will require your presence in criminal court at some later date.
