Damage to a statr trooper car

A state trooper asked a 4 wheeler to pull off to the side of a state road. The 4 wheeler stopped waiting on the trooper to pull off as well. The trooper pulled up in front of the 4wheeler causing damage to both vehicles. The incedent happend over a month ago. The trooper estimated the repair cost of $500.00, now is saying the cost is $1100.00 and the driver of the 4 wheeler has to pay. The driver of the 4 wheeler did get a DUI. Is this right in the state of Virginia?

The "4 wheeler" should demand to see at least two estimates to corroborate the demand that is now being made to repair the trooper's vehicle. Furthermore, he should agree to pay it only of he was truly negligent or otherwise responsible for causing the damage, which may in fact not be reasonably established until "4 wheeler's" DUI case has been properly adjudicated.
