old debt for a telephone bill
I live in VA and did not pay an old spirnt bill from 1997. It has just hit my credit, is this legal?

Yes, quite probably. But that doesn't necessarily mean that you have no defense(s) to this seemingly tardy claim, including the statute of limitations which must, however, be pleaded as an affirmative defense to have effect.
