Is there any way to get a drivers license in another state if my license is suspended in one state?

Probably not, since you would have to disclose the suspension on your application for a license in the new state and if you failed to do so, the new state would likely learn of your suspended status through an interstate compact or other means that state driver's licensing agencies use to share information.
